Norma Joy Barnes has been selected as one of 2019 TORCH (Together Our Resources Can Help) Award recipients at The 9th Annual Rising In Community Excellence (RICE) Awards.
The RICE Awards is a celebration of those individuals who work tirelessly to improve lives throughout Georgia. The Rising in Community Excellence Award is given to individuals who demonstrate keen awareness about community needs and step into the fray, lending a hand and making things better.
